Why not? It would've killed Fat Buu, who's not much weaker than SSJ3 Goku, had it not been for regeneration. That being said, I've started feeling maybe we shouldn't give PLs to suicide explosions, since maybe their mechanics are not exactly the same as those of blasts.That seems doubtful. Cell didn't survive the Final Flash.Vegeta missed and yet still obliterated a part of Cell.It's very hard to know, Vegeta or Frieza surviving the Genkidama, Cell surviving Final Flash or Kamehameha and Majin Buu surviving Final Explosion make it hard to tell. It gets even harder on TOEI universe on which characters survive absurdly powerful attacks and that's a constant thing.
