Which should signify SSJ Vegeta > SSJ2 Gohan, no?We know SSJ2 Budokai Gohan and SSJ2 burst Goku are above adult SSJ level for sure, and yet Goku seems to think just going SSJ2 will give him the ability to finish the fight with Majin Vegeta quickly. The narrative definitely seems to suggest Vegeta having SSJ2 was a surprise, which only makes sense if Vegeta was comparing SSJ Gohan to himself in Goku's mind. Or, Goku just wasn't paying attention
I don't think so. Piccolo still regarded Boo "killing" Gohan as an extreme feat after he was revived which indicates he hadn't weakened all the way down to SSJ adults tier or below. I just handwave Goku's ignorance of the possibility of SSJ2 Vegeta as bad writing, or Super Goku's stupidity emerging early and Goku not paying attention.
It's not just Goku, it seems to be Gohan too. They both are surprised about Vegeta having Super Saiyan 2.

This wouldn't make sense as Goku doesn't need Super Saiyan 2 to easily defeat Super Saiyan Vegeta. Super Saiyan Majin Vegeta's power is on par with Super Saiyan Goku's. The reason Goku transforms is because he doesn't think Majin Vegeta can transform.
