In terms of fighting ability he's still a decent bit behind imo. It's hard to see the Shishiga-Ryu guy above 21st Yamcha (no WFF), but I have him on the outside range of rivalling. I've got Bacterian between Yamcha and WFF, so he's getting smashed here.
It'd be a close fight in power. The master would take it with experience.

Hmm, I think he would have qualified personally. I think he's just not strong enough to go further than that.
I don't think Yamcha at 21st is all that much stronger than Goku was, and these fighters are around that level.
I think Karate Bear and Lion Fang give him some real trouble though.
