Vegeta was at full power on 19. Piccolo said he was stronger than Goku after he killed 19 and he was so drained after using the bba that he couldn't even go SSJ and needed a senzu bean.

He was drained because the android had absorbed his energy, the same way Perfect Cell was tired after fighting Goku without using full power. And there are many cases in which one can tell how powerful a character is without using his full power.
