I think there's a strong case to be made for this to be well above a 1.5x gap, ~2x seems pretty fair.

As seen, a mere flick of his wrist was capable of sending Yamcha flying out of the ring with velocity. There's only one other instance where this feat was attempted:

Directly after Piccolo goes to full power he uses it, but Goku was able to resist it. Piccolo then attacks Goku and expects to kill him in one blow, and is absolutely floored when Goku wasn't dead.



Tenshinhan thought Goku was dead, and Piccolo can't believe he survived. A typical physical one shot gap is considered to be ~1.5x as seen with Goku and the Ginyu Force. So if Piccolo is wind chopping Goku, and he's able to resist it with that level of gap, the wind chop that sent Yamcha flying should be much stronger.
