What power level would you give Mr. Lao, I mean the man who fights Mecha Tao Pai Pai in Episode 170 of DBZ?

I'd like to see him at 70% of Mecha Tao Pai Pai's power.

70% makes sense. Mr Lao is much weaker but still keeping up with Tao, right?
