Toppp isn't only hyped up to be Hakaishin-tier, he is the third character capable of affecting the world of Void (UI Goku level feat). He should be at least around as strong as Kefla, and much stronger at most. In addition, his Energy of Destruction abilities will give a hard time to everyone else. He would easily defeat Kefla and Goku.

Dyspo would be the only one capable of fighting off Toppo thanks to his far superior speed, but the huge difference in power won't allow him to hurt him, let alone finish him off. As soon as Toppo tags him, he's a goner.

Basically what Keedounan said. Toppo's power is at least on par with LSS2 Kefla's and has the edge due to Hakai. KKx20 Blue Galu and Dyspo would get stomped, given the other two are UI tier and Dyspo's FTL Mode wasn't able to take down Gohan or Freeza, the latter of whom got wrecked by one Hakai from Toppo.
