As for the thread, Goku likely wins due to having far more variety in his techniques (Shunkan Ido, Taiyoken, etc.). Vegeta doesn't really have much going for him technique-wise beyond typical Ki blasts with high amplification.

Hard to say, because Ultra Instinct fixes their respective weaknesses. Goku tends to drop his guard. Thanks to UI, he can react to attacks that he couldn't see coming. Vegeta tends to slow down his reactions by overthinking. Thanks to UI, he is far more proactive.

To me, it's a draw.
