10 Weakest DBZ Characters?

I've always been fascinated with the most powerful characters (my first thread in the online community was a poor top 10 list of the most powerful villains ) but I never actually thought about this... Who are the ten weakest characters in Dragon Ball Z?

I'm talking DBZ only, and each entry must have the ability of flight and must be able to do all that superhuman shiz. This is to exclude the *normal* people in the series.

#5 - Babidi without magic?
#6 - Giran
#7 - Mr. Popo
#8 - Kami
#9 - Average Freeza Scouts (the ones Gohan/Kuririn oneshotted)
#10 - Saibamen

Also, would this include filler characters?

3. Goku SSj3 (Fan Speculation, the speculated strength of Gotenks makes him that much weaker)
