So, it's stated that they don't have infinite energy (Gero is afraid 19 will run out of gas against Goku) but also don't suffer from fatigue. How does their energy consumption work them? Do they gradually go weaker the more effort they make? Are they like cellphone batteries and will just fall dead when they hit 0%?

Gero was worried about #19's energy running dry from the stomping he was getting from Goku. I assume their energy running out only becomes an issue when someone far more powerful than them is pummeling them. Once that energy is gone, I believe they shutdown altogether.

The fact that they killed a bunch of average joes in the first island they attacked shows that operating at a suppressed level eats up less energy than the small amounts of energy they can glean from regular humans. Operating at full power against people far stronger than said power seems to be what drains their energy :autism faster.

I think a cell phone is a very accurate description of the way I always imagined 19 and 20s energy consumption worked. Unlike someone who's organic, they grow fatigued and tired as a fight grows on. Something with a battery doesn't produce lactic acid buildup in muscles, they don't have trouble breathing as their heart rate climbs. A phone will continue to function the same at 10% as it will 100% if that is what it is designed to do. Then it will just shut off once the power runs out.

I don't imagine 19 or 20 would just shut down like a terminator or something, but they would be out of any energy that can allow them to move fast or blast out ki.

As has been said, the cellphone battery analogy works best. That, and Gero didn't expect them to be taking on powers much greater than the Saiyan Arc top tiers, nevermind Super Saiyans, so expending great amounts of energy through fighting strong opponents wasn't a factor in Gero's plans.
