1st form Freeza cannot suppress his power?

Vegeta showed surprise at 2nd form Freeza changing his battle power at will, which would not make sense had Freeza made this just a while ago.

So what 1st form Freeza was doing here? Could it be the same situation with Vegeta and Nappa in the Saiyans saga?

What's odd is Kuririn shitting himself at 1st form Freeza's power, as if Freeza showed no power like this before.

But Vegeta's reactions of surprise towards 2nd form Freeza being able to control his battle power implies 1st form Freeza couldn't do it IMO.

Perhaps it was just reacrtion at his overall battle power? He did think his transformation would be insignificant.

Seems to just be a plot hole caused by :troll 's amnesia. None of them are measuring his BP with Scouters, so whether he's "surfacing" or actually increasing his power should be irrelevant, yet despite his sensible ki clearly rising when he attacked Vegeta in 1st form (which Piccolo states), they get shocked at Freeza doing the exact same thing in his next form. Just like Piccolo can recognize Dende but not recognize that Freeza looks different than he did when he raped Nail.

I'll explain the different terms...
-Surfacing chi: This is what Nappa and 1st Form Freeza did. A fighter familiar with chi, even if he cannot modify
his battle power, he still has a relaxed level and a fighting level. Alas, when fighting, he can bring out his chi more
intensely, even though the scouter will pick the same reading anyway.
-Modify battle power: In this case, the fighter can change his chi at will to any number between zero and his
maximum output to hide his power from the scouters.

But how Vegeta deduced what 2nd form Freeza made was different than what 1st form did? 2nd form Freeza didn't suppress his power to zero.

I guess biological senses do not work in the exact same way as scouters and Vegeta could just tell the difference.
