#21 (Cell absorbed) vs Golden Freeza

Freeza one shots. From what I have heard and the clips I have seen of Fighter Z. #21 never gets anywhere close to Blue tier.

In the end, last bit, Vegeta said something like they couldn't defeat her alone even with their full-power (Blue), which they regained by that point. And this supposedly took place after Future Trunks Saga. On-top of that Vegeta prior to that (in the first saga in the game I believe) had no problem bragging how he could have defeated #21 alone had he had his full-power at his disposal.

While it's true that Vegeta said that their stronger forms still wouldn't be enough, it's just as true that SSJ Goku and the others could injure her enough to force her regeneration.

So I'd say that 21 is far from Blue-tier, and would get stomped by Freeza.

For the reasons Keedounan stated, Freeza oneshots. It's also worth noting that the cutscenes definitely seem to suggest Goku was leading the fight against Evil #21 rather than Good #21, implying he was still the strongest of the heroes, yet her good self was still close enough in power to pin her down at the end.

So how strong is #21 with Cell absorbed?

In the Super Warrior Arc, likely not too far above SSJ Galu since a combined attack from him and the other fighters was able to kill her.
In the #21 Arc, she'd be stronger, but the amount is unknown. I wouldn't say by much though, considering despite each character seeming to give it their best effort, Goku didn't expend enough Ki to limit him to base. Most likely, he still wasn't able to use his God forms.

Equal to Evil #21, since she absorbs him almost immediately after the split and may as well just be considered Evil #21.
