That's a good question. I'm inclined to believe Krillen used his full strength though.

Well, perhaps there are 3 levels then. A true initial Krillin. Krillin (more effort) vs Bacterian, and then FP Krillin who could see Roshi's moves.

Krillen was full power against the Bully. Krillen one shotted Bacterian who's probably stronger than Yamcha. I'd guess its his full power.
