Who was stronger at the 21st Jackie or Goku?

Goku in my opinion, even-though I could see them being even too.

Master Roshi was just frustrated that someone who just was trained by him was able to match him move-for-move.

Goku's untrained KHH was evenly matched with Roshi's mastered KHH. I think that answers.

I always figured Goku was, but he wasn't able to full utilize his power due to Roshi's experience and reach.

I think it's Roshi. The whole point here was Goku still need to get stronger (than Roshi.)

I think it's pretty obvious that he's stronger than Tailless Goku, who isn't much stronger than Kuririn.

There are a few indications that point to Roshi being stronger tho:

- Roshi's Max Power KHH is heavily implied to be able to kill Oozaru Goku so either Roshi's buff, Kamehameha is over a ten times multiplier or Goku was more fatigued than Roshi which wouldn't make sense as Roshi is much older than Goku and should have significantly less stamina.

- Goku said he would have lost even if he wasn't hungry

- Roshi doesn't say Goku surpass him until after the RRA arc

Goku is stated to have the upper hand in the match multiple times, and Roshi essentially admits inferiority. It's clear Foku has a small advantage.

I think buffed kamehameha does have an enormous multiplier indeed. It must be the strongest attack in Early DB.
