They do, but Tenshinhan gets the upper hand in the exchange.
That's what I'm saying then.

If Tenshinhan is >> Yamcha

But then is only >~ Yamcha with Wolf-Fang-Fist the increase could be quite significant

But the Tenshinhan wasn't >> Yamcha initially. They were actually quite matched. So Yamcha raised his power through the Rogafufuken and Tenshinhan increased his effort.

Tenshinhan (vs Rogafufuken) >= Yamcha's Rogafufuken >/>> Tenshinhan (initially) = base Yamcha
That's what I was saying. I didn't mean initially, but before Yamcha used Wolf-Fang-Fist again.

But Yamcha only did use the Wolf Fang Fist once. That's the fight when Yamcha used the WFF in the manga:

Right after this, Yamcha decided to use the Kamehameha.

Sorry then. I must have mis-interpreted what Zoro was saying, but my point still stands that Tenshinhan was initslly >> Yamcha when he powered-up, but then Yamcha used Wolf-Fang-Fist and fought on-par.

@ahill1 why do Yamcha/Krillin look so impressed by Goku defeating Chappa if they are above that level?

Well, it has more to do with @SIAD's points. All of the three were surprised with Goku's power after he defeated King Chappa, but Kuririn said something like "you shouldn't go all-out from the start" while laughing. This could imply Goku's power is a bit dangerous but still within a level he could win.

Kuririn looks more scared when Goku revealed he didn't use his full power against Chappa IMO. Even Kame-Sen'nin, who is far stronger than the power Goku used against Chappa, looks a bit surprised, saying this could be bad for him.

Besides, Kame-Sen'nin (already knowing Goku wasn't all-out against Chappa) said that all of the three had chances of winning the tournament, which would be a bit nonsense if Yamcha and Kuririn weren't at least a bit stronger than Goku not going all-out.

Of course, there's also Yamcha saying he didn't think anybody could defeat Chapa-o that easily which could imply himself couldn't do it. This is a tough debate lol.

Why don't you just think that they rival Goku (vs Chapa-o), then?

I don't know whether I think that, but that could answer some of your problems (not all, but some).

By my numbers, Goku (vs Chappa) is 90% of Kuririn. That's a distant rival IMO.

Maybe Yamcha wouldn't come up with the idea of expelling a breath bomb.

That argument sounds a bit reaching, Yamcha explicitly said he didn't think anyone could defeat Chappa that easily. There is no reason to believe it meant anything else but fighting ability.
