22nd Tenshinhan vs Roshi

How close to full power is Tenshinhan operating at here? He claims that Roshi was withholding his true power but was still confident in beating him. How much were both fighters holding back?

There seem to be 2 phases to this fight. Initially it seems that Roshi and Tenshinhan are feeling each other out, but Roshi eventually says he will get serious. Tenshinhan then says that he won't hold back due to Roshi's age, yet still proceeded to hold back..

Tenshinhan implies that initial Roshi wasn't displaying a power more impressive than Tsuru's.. So does this imply that Tsuru is above Yamcha and Krillin at this point? Roshi and Tenshinhan looked to be fighting at a higher level than Yamcha, even at the start of the fight..

Couple this with Roshi being shocked Ten could track Goku when using his vanishing technique and it's apparent Roshi's full power is at best on the level of Tournament Level Goku.

He had a similar reaction to Goku after he defeated Chappa, so I don't think it's about Goku's current power as much as it is about Goku overall. Even this statement seems to acknowledge a continuous growth ("Goku gets bigger each time I see him") rather than the power he just displayed.

Jackie Chun: “That was simply…unbelievable…! To stop himself in midair…with a blast of expelled air…like a bomb…!!”
Yamcha: “I…I didn’t think anyone…could defeat King Chapa so easily…!”

Context: Goku defeated King Chapa.
Goku: “I did it! I did it!”
Kuririn: “Be careful, Goku! If you put everything you’ve got into it from the start, you’ll wear yourself out!”
Goku: “But I didn’t put anywhere near everything I’ve got into it. If I did, he’d be dead. I wish they’d hurry up so I could fight with real strong guys like you all!”
Yamcha: “R-right… Hahaha…”
Jackie Chun (thinking): “Th-this could be bad…for me…”

In the anime he even acknowledges right there that Goku's "raw skill" is better than his.

I'd say Tenshinhan is fairly close to Tenshinhan based on how he takes his "full power" blows fairly well.
