I always thought about Tao and how he compared to the humans. They didn't seem too confident in Tien, which tells me they most likely weren't at a level capable of beating Tao.

I tend to think Tao was inferior to Kuri and Yamcha instead. Mostly basing it off of Tenshithands telling Taopaipai he was no match for him only after his failed initial assault (probably meaning they were overrating him), and Kuri/Yam's feat of keeping up with weighted Goku's movement, which based on the circumstances was probably at least as fast as Tenshinhan's suppressed speed against Taopaipai. (Everybody shat their pants when Ten increased his speed further than that)
