23rd Budokai Weighted Goku

So how come Goku's weights seemed to play a far bigger role in the 23rd than BoZ? After removing his weights at the 23rd, he proved to be far superior to Tenshinhan who was easily outclassing Goku's weighted self. After that we see that Goku still hadn't shown the bulk of his power yet. We see in BoZ that removing his weights granted him a Battle Power increase from 334 to 416, but he was unable to increase his power much beyond that. Why the huge difference?

It's less a flaw of the series and more a flaw of prescribing battle power "logic" to a part of the series they played no part in, with the measurement of physical attributes not scaling entirely linearly with an increase in Ki. Removing his weights at the 23rd TB brought Galu from at least City level and at most Island level to Small Country level, with his speed going from fairly high in the Hypersonic+ tiers to being MHS from Popo's quicker than lightning statement. By the time of Z's start, his weighted self was already Moon/Small Planet level and at least Sub-Relativistic in speed, so even what seemed to be a numerically small increase as going from 334 to 416 is in reality far more than than what his 23rd TB self got from an additive standpoint.

I think the answer is quite simple. Goku wasn't as used to carrying so much weight back at the 23rd Tenkaichi Budokai. By BoZ, he's trained more and toughened his body so the weights don't have as much of an effect on him.

Given how Tenshinhan BP was considerably below 334, what we saw was already a big portion of Goku’s total power. Not to mention he could raise his power as high as 924; definitely not “unable to increase his power much beyond that.”
