We know that this tournament, featuring the character Oob, wasn't completely shown to us as Goku left with Oob, but if you had to guess, how do you think it unfolded?

In the anime at least, we get to see a poster informing "cancelled", but we also see pics of a Goten vs Pan fight, with Pan winning in the end.

Vegeta forfeit at the end. Most of the fight were probably ended for like a minute by out of bound of course.

Assuming it isn't cancelled as in the anime, Vegeta would have definitely made it to the finals before jobbing to Satan. Either Pan or Boo would then come in third place.

I don't think Vegeta would bother with the Budokai if Goku isn't around, so I think Boo would win before losing to Satan.
