Not to anywhere near the extent of her opponents though and certainly not in an actual fight. Her greatest invention was the Time Machine and her's pales in comparison to Farnsworth's in terms of energy and durability (doesn't seem to need recharging and tanked the Big Bang at close range, whereas Bulma's got fried by Base Black) or Rick's manipulation and merging of timelines. Not that it matters when you restricted time travel, but in doing so, Bulma becomes even more irrelevant in this matchup than she already was.
That said, assuming all characters have intel/prep and are therefore bringing their best to the match, The Doctor solos as at their peak, they could fight against the Quantum Archangel after having absorbed the Lux Aetema, a 11-dimensional energy device that underpins a nigh-infinite amount of Multiverses. It's not even close when you bring that kind of power into a match.
Farnsworth VS Rick makes for a far more interesting match. I'd probably say Rick pulls out a win due to having far more cases of manipulating entire Universes, realities and 4-Dimensional tech than Farnsworth's one case, not to mention Rick having a better memory than Farnsworth. Also, Rick's pretty much a Gary Stu, so there's that as well.
So, overall The Doctor >>>>> Rick > Farnsworth >>>>> Bulma
