''3000 kiri'' statement's validity

For years, i'd been convinced that 3000 was just the highest point of Babidi's meter,
so the ''3000'' statement was as good as useless, but, lately, a thought crossed my mind.
Is that what AT had in mind when writing that scene? In that case, he would've written
the statement differently, something like ''his power is beyond the meter's capacity''.
Is that statement a way of him telling us that SSJ multiplier at this point has been
lowered at something like 4x? This could also explain the implications about Base>Piccolo.
Maybe, after mastering SSJ, a part of SSJ boost is absorbed by base, maybe SSJ Warm Up
Goku=Base Goku.
Don't start about the new material, because that didn't exist back then.
