I think Piccolo most likely surpassed Base Goku on Namek. This is an easy win for him.

Piccolo absolutely wrecks Freeza's 3rd Form. Piccolo challenged Vegeta (Trunks saga) whose power was already way bigger than Freeza 3rd Form. Piccolo would not challenge Vegeta if his power was below Freeza's 3rd Form. Even Vegeta ( post Zenkai ) would be no match for Piccolo ( Trunks's arrival ) I'd say.
