Goku. I don't think Piccolo was anywhere near Vegeta/Trunks, he might was able to stand through the Cell Juniors attack but that's all he could do oppose to Vegeta and Trunks who were actually able to put up a fight. All Piccolo has to be is stronger than a Heavily Drained Goku who was likely around 10 or 20% of his power.

Both Goku and Piccolo are dead even here, but Piccolo pulls a victory with regeneration and better stamina. Goku might have Instant Kamehameha here, but Piccolo knows Instant Transmission anyway and can copy Goku with a Instant Special Beam Cannon or Instant Light Grenade.

I think Goku would win. Goku has a slight power advantage, and he has much more stamina because he's not fighting with anything close to his best. Piccolo's regeneration wouldn't matter; it's only useful for regenerating chunks of his body and doesn't seem to do anything for cuts or burns. Yes, that's retarded, but it's what we've seen in the series. Even if it was useful, it drains his power, which would widen the gap.
