I think it should be 80% to beyond so yeah Cold wins.

I reread 70% Freeza vs SSJ Goku and that power should be more than enough to secure a 100% chance of winning with Mecha Freeza

I think they are the same power. Cold should be rivaling suppressed Mecha Freeza, who was said to be way weaker than 100% organic Freeza, but at the same time he should be strong enough to ensure Mecha Freeza's victory over Goku. Suppressed Mecha Freeza being at 70% of his organic self full power and Cold being about as strong as him looks pretty good.

Said that, it could go either way IMO.
