About Ho-oh and Lugia

Is there any difference between them? I'm a great fan of Pokemon and i've decided to play Pokemon HeartGold and SoulSilver for my DS.
There is the obvious difference on design, but, who is STRONGER when speaking about stats? Who has the best moveset? I purchased both HeartGold and SoulSilver since the guy who sold it to me sold it at a few dollars, so i'm wanting to know who is better to capture first.

They both play completely differently. Lugia is better for stall and Ho-Oh is usually a bulky offensive mon. Both of them aren't as good as they are in Gen 5/Gen 6 with their hidden abilities.

 

[Event Horizon]

Lugia is made for defense, while Ho-Oh is made for physical offense.

In a 1v1, Lugia will most likely beat Ho-Oh, unless Ho-Oh can get a burn with Sacred Fire.
