Summary
Accelerator is the #1 esper of Academy City. Espers are people with abilities like telekinesis, pyrokinesis, etc that have been developed by scientific methods. In Academy City, the place where these abilities are developed, espers are givens ranks based on how strong their ability is. The ranking system goes from level 0 (no ability) to level 5 (strongest). Of the 2.3 million residents of Academy City, there are only seven level 5 espers. Accelerator is the strongest of those seven by a very large margin, making him the strongest esper in the world. He starts off in the story of Toaru Majutsu no Index as the antagonist of the Sister's arc, where he is part of a program to reach a so called Level 6. To achieve this rank, he is to kill 20,000 clones of the #3 level five Railgun. These clones are not equal to the original, only about level 2 or 3 in rank. Based on calculation done by a special computer called the Tree Diagram, if Accelerator defeats 20,000 clones that learn after each battle, he will ascend. The clones are all connected to a brain network called the Misaka Network that let's them share memories. Each memory of battle is transferred throughout the network and each clone gets those memories. Via this method, the clones will become better and better at fighting Accelerator and make it harder for him to win. The plan is stopped when Kamijou Touma, the main character of the series, defeats Accelerator with his Imagine Breaker ability. The plan is suspended and Accelerator is no longer an antagonist.
From that point on, Accelerator takes on the role of an anti-hero. He is forced to work for Academy City in the organization called GROUP and has many different roles in many different happenings in the storyline of Toaru Majutsu no Index.
Through his work for GROUP, he comes into contact with the #2 esper called Dark Matter, Kakine Teitoku. Kakine desires to become the #1 esper and gain the attention of the leader of Academy City: Aleister Crowley. The #1 and the #2 clash. Dark Matter is a substance that doesn't "exist" in the world, therefore it doesn't have any vectors that Accelerator can control. Dark Matter manages to bypass Accelerator's redirection and send attacks through it but it doesn't take long for Accelerator to gain control of those mysterious vectors and use them against Kakine, ending in his utter defeat.
After that, Accelerator and the rest of GROUP begin to look into a term that they came across called DRAGON. Without revealing too much, they find out what DRAGON is and Accelerator heads to Russia to get away from Academy City because they are after one of the few people Accelerator cares about: Last Order, the head of the Misaka Network, a small girl. In Russia, Accelerator takes part in World War III, ascending to his angel mode as well as combating a real arch angel.
Many things happen after that but I will leave it there.
Powers & Abilities
Accelerator: The level five espers all gain an epithet based on their power. The #3 esper is called Railgun because her main attack is a railgun she generates herself. Accelerator's name comes from his ability: vector manipulation. He can control any known vector in the universe. This includes: heat, electricity, momentum, direction, and pretty much anything else you can think of. He has a barrier around himself that automatically repels all harmful attacks that have vectors. The only things shown to break through are the vectors of the #2 esper called Dark Matter. Dark Matter creates a substance of the same name that is "not of this world." Therefore, Accelerator can't control Dark Matter.... for a time being. Accelerator eventually becomes able to take control of Dark Matter and turn it on the #2 esper.
Black Wings: Accelerator sprouts these raging, jetblack wings in a situation where he is at an absolute emotional breaking point. The times he has sprouted these wings is when the ones he cares about (only a select few people) are in danger and he must protect them. These wings drastically increase his power and are angelic in nature.
Angel Mode: The black wings turn white and Accelerator gains a halo. It is unclear if this is a power up or not, but it likely is a powerup. The angels in Toaru are shown to be massively destructive creatures and he becomes more like them than with the black wings.
