You are forgetting Kaioshin can freeze SSJ2 Gohan.

I view Kaioshin's magic power to be above the level of his true ki power.

I also question if the paralysis arts he used was truly magic-based, since he wondered if it can stop Gohan.

Even if he can freeze Gohan, nothing says he can do anything after that.

From what is shown with similar techniques like that(Chiatozu's paralysis), he can move and then beat up Gohan with his free limbs and eyes.

That would require for Gohan to predict Kaioshin's actions.
Plus, Kaioshin could follow Gohan's fight with Buu and even blow up the energy ball carrying Gohan, so I don't think Gohan could just speed blitz him like that.

What I'm saying is that since Gohan's already been paralyzed by him before, and he's clearly much stronger, it's unlikely he'll just sit there letting him do it when he had good enough reflexes to catch and snap Dabra's sword (something Kaioshin could never do).

And following a fight is very different from actually keeping up with being in the fight, or Vegeta should've been far less defenseless against Kid Boo since his base form could follow the fight

Fair enough, but what's preventing Kaioshin from using some sort of combination of his abilities, such as first stunning Gohan with a kiai and then paralyzing him?
Given Teen Gohan's fighting skills, I don't think he would actually realize the potential of those two abilities.
I also believe Gohan was a Super Saiyan 2 against both Dabra and Boo, so just because Kaioshin could probably never defeat Dabra, doesn't mean he couldn't keep up with SSJ Gohan.

Don't care about the form argument, but if Gohan's never seen Dabra whip out his sword and can react in time against an ambush, he can react to a much slower opponent doing something as obvious as holding his hands out and shouting.

He was SSj when he lifted the sword.

Gohan used Super Saiyan to fight Dabra and Kaioshin was capable of freezing Super Saiyan 2 Gohan, and he was stated to be a dimension above Piccolo in terms of battle power.

He definitely has the cabilities to put Gohan down. Adult Gohan is the one from Dragonball Super.

Muscle strength on its own is not reflective of Ki power.
