My best praise for it is that as far as filler goes, it wasn't as bad as Fake Namek, the Garlic Jr. Arc or some of the powerscaling in the latter half of the Boo Arc.

There's no reason to over-think this. It was a fun little break from the dark tone that had taken over Dragon Ball for a while. It was fun, no stakes, and developed the afterlife. It was pretty good. Plus, we got to see, "Hey, this isn't just about Goku and the other; there were other powerful beings way before them and from different parts of the universe." I liked that. It was lighthearted and was a nice lead-in into the brighter Great Saiyaman arc.
