Android 17 and Golden Frieza - ToP incarnations for both. No stamina drain for Frieza and Android 17 has his usual unlimited stamina.

If Hit's time skip is the only deciding factor here, go ahead and factor it out.

My speculation:

Without Time-Skip:

Android 17 defeats both SSB Vegeta and Hit after a moderately challenging battle while Frieza takes his time wrecking SSB Goku. Without Time-Skip, Hit may even get one-shotted by either Android 17 or Frieza long before the battle actually picks up.

With Time-Skip:

Android 17 and Golden Frieza would likely start off winning due to their superior strength and speed. But Hit probably won't tolerate being on the losing end for very long; he'd turn the tables rather quickly by spamming his Time-Skip. This would give the trio an opportunity to gain the upper hand, allowing them to inflict a good amount of damage. Android 17, being the tactical fighter he is, would eventually figure out a way to outsmart Hit's Time-Skip while immediately disposing of him. With Hit out of the picture both SSB Goku and Vegeta would get wrecked.

Beginning or end of the Zamasu Arc? That makes a world of difference, considering Goku's rematch with Hit shows he became at least 10x stronger by the end of the fight with Zamasu.

In that case, SSB Galu and Vegeta become irrelevant fodder, meaning it's closer to just #17 & True Golden Freeza VS Hit. Without plot armour durability, Hit probably wins due to more hax techniques.
