In my opinion, Android 17 would wreck both SSB Goku and SSB Vegeta (Universe 6 tournament) quite easily.
17 performed rather decently against Base Toppo, a fighter that was implied to be on par with some unspecified level of SSB Goku's Kaioken. On the very low end, I feel that would put Base Toppo at the same tier as SSB Goku Kaioken x2, which is likely a caliber that towevers over any SSB or SSB-tier fighter from RoF, the Universe 6 tournament, and possibly even from the early part of Future Trunks saga, especially when Goku's improvements between those sagas are taken into consideration.
I feel like Android 17 is likely stronger than SSJRose Goku Black and quite possibly on par with, if not stronger than the SSB Vegeta that wrecked SSJRose Black.
17 has quite a few feats that place him at the same level as SSB Goku / SSB Vegeta at the start of the ToP.
These feats are:
Android 17 in his suppressed state fought evenly with an SSB Goku who was also suppressed. Going strictly by facial expression, it appeared 17 wasn't exerting himself as hard as Goku was. Though the fight was brief, I feel this is a great indication that Android 17 is really comparable to early ToP SSB-tier fighters like SSB Goku, SSB Vegeta, and Golden Frieza.
Android 17 pushed back Aniraza's attack quite a bit (almost right back at Aniraza), before bolting through it; this attack was so powerful that it was pushing back five SSB level fighters. Even SSB Goku, SSB Vegeta, and Golden Frieza appeared quite helpless before it, despite their collective effort.
Android 17 put up a good fight against Base Toppo, who again could likely be anywhere between SSB Goku Kaioken x2 and SSB Goku Kaioken x20. My guess is Base Toppo = between SSB Goku Kaioken x2 and SSB Goku Kaioken x10. I feel Kaioken 20x is too high. While Toppo did have the advantage during his beam clash with 17, the android seemingly gave Toppo quite a challenge. When Frieza blasted Toppo from behind, Android 17's blast from the front engulfed not only Toppo, but Frieza's blast as well.
Android 17 was able to tangle with Jiren nearly as well as Kaioken x20 SSB Goku and the new SSB Vegeta, both of whom likely far surpassed any of their previous incarnations from previous sagas as well as any of their former incarnations at start of the ToP.
I feel the scale below best represents where Android 17 currently stands as far as power goes.

Also, saying 17's barrier was the only reason behind his amazing performance is not a strong argument in my opinion, as that would be no different than saying Goku and Vegeta are only as strong as they are because of their transformations. Point is, the barrier is an extension of 17's power, just as transformations are an extension of Goku and Vegeta's.
