Obs: this is 19 after absorbing Goku's KMHMH and his base power.

To be fair, Vegeta wasn't that much weakened until he killed 19 with the Big Bang Attack which is what made his power level drop below Gero's.

True. #20 was much stronger than #19 and closer to #17 and #18 than to #19.

I don't think Toriyama was paying any attention to what he wrote for 19 and 20 because their power levels and strength increases just don't make a ton of sense.

#20 pre just has to be in Vegeta's rivalling range because #20 can always get some absorbtions

90% of Vegeta is the minimum he could be

Android 20: 2.800.000
Vegeta SSJ: 3.150.000
Vegeta SSJ post-absorption: 2.700.000

I think it works perfectly fine.
