Android #20 pre > Android #19 post?

So I was reading the Android Saga and I noticed something... Just compare Goku's off guard punch to #20 pre's face to Vegeta's off guard kick to #19 post's face:

Base Goku vs #20:

19's face gets fucked up while Gero is completely fine. Goes in hand with how a drained Vegeta defeated a souped up 19 post but had to bluff his way out of fighting #20. Also, can this imply 19 is weaker than we thought? I don't think a Base Saiyan can do that to a Super Saiyan.

Maybe the difference lies on one attack being a kick while Goku's was a punch <shrug>.
