In terms of raw power, she isn't leagues above U6 Arc SSJ Galu, who's at best 10% of his ToP SSJ self. She gets wrecked by anyone relevant to the Base Saiyan tier, considering she can't eat her opponents to power up.

She'd be around the same power as 18, probably slightly weaker. I could see her win against Ribrianne, but she's not getting much further than that.
