Android team vs ToP

Super Perfect Cell

What would be your strategy ? You are granted 1 week of preparation time.

Cell would abuse his Zenkai system to achieve SSB tier power in that time, perhaps far more given how Gohan achieved such in mere hours. #21 would increase her power by eating whatever she could get away with. Perhaps she could also be Cell's sparring partner as well, constantly decapitating him, transmutating the body into a dessert and eating it for the pair of them to make quick gains.

#17 and #18 would likely make no progress in power and just be at their ToP levels. The rest wouldn't make any power increases due to being entirely mechanical (Gero isn't, though his Ki being entirely artificial and being limited by the poor stamina of the older models would stop any progression anyway).

When it comes to the actual tournament, all the fully mechanical androids would be the weakest guys there, so they'd be reliant on #17, #18, #21 and Cell protecting them. Assuming the four decide to work as a team and not just run off after opponents, it'll offer #19 and #20 the opportunity to absorb enough energy from weakened fighters to become viable fighters themselves. #13, #14, #15 and #16 would likely know their place and activate their bombs should there be no other choice. With Cell and #21's broken abilities, they'd likely be gaining huge power ups throughout the ToP's entirety (assuming #21 turning people into food and eating them is allowed) and assuming Jiren or Hit don't knock them out the ring, they'd most likely gain the win for Universe 7 after enough time, though it'd come down to either Cell, #21 or both being the last ones standing.

Interesting. Here is what I came up with...

Day 1-3: Cell and #21 train together in RoSaT, with #21 always stomping Cell hard enough to explot his Zenkais. Meanwhile, #17 and #18 use their infinite stamina to blast #19 and #20 all day, so that they can absorb those.

Day 4-6: Cell and #21 continue to train outside of RoSaT, while #17 and #18 train inside it.

Day #7: Strategy reunion.

In the actual tournament...#21 and Perfect Cell would have the role of striking down everything on their path, drawing attention on them while the rest of the team use their undectable energy to take others by surprise. Jiren and Hit would be likely the only threats to the team...

Good plan. The only thing I debate, however, is would #17 and #18 blasting Albino Kimg-Jong Un and Gero really do anything? After all, their Ki sources are artificial, so I'm not sure if it could be absorbed as an energy source.

I admit I haven't thought about that. Since 17 and 18 could give their energy to the Genkidama, perhaps it would work, though I figured it's because they still had their natural genki due to being simply modified humans instead of being mechanical.

Then there is GT with Super 17 absorbing 18's ki, which might imply that according to Toei Animation, but then again, the writers weren't the same as in Super.

That is a good point about GT, though then again, the two are separate continuities and seem to contradict the rules of how various things work in each series (eg. No notion of Minus Power being built up in the Dragon Balls in Super or Elder Kaioshin ever bringing up SS4 as an option when going through prep ideas for the ToP.)

That's true as well.

An alternative strategy would be to have Cell spawn several Cell jrs. When Cell did that back in Cell Games, he counted how many Z-Fighters there were besides Gohan for a one-on-one against each of them, implying he can make more of these. Plus, it doesn't look like he needs to use up any energy to do that, so I guess he could make an army of them. Assuming their strength depend on how powerful Cell is, an army of Jiren-tier characters could very well mean an instant victory for U7...

That's assuming, however, the Cell Juniors would be allowed. Even though it is Cell's technique, it's still spawning additional fighters so unless Zen-Oh excuses it as rule of cool, I don't see Cell getting away with it, unless prior to the ToP he replaces #13-16 with 4 of them.

What about #21 eating the Cell jrs during the week of training to be even more broken than she already is ? The downside, however, would be that it would make her already absurd hunger to be downright incontrollable after tasting such a power, which could result in her eating one of the contestants, thus her instant disqualification. That said, she'd likely go after Jiren first, and after eating him, the only threat remaining would be Hit, and against at least 7 characters far above SSJB-tier, I wouldn't bet in his chances.

At TOP, everybody has equal power and infinite stamina is not really an advantage, since
a few seconds of rest can bring anyone back to full power. So, the best strategy i can think
of is to hire Ranfan to teach #18 seducing tactics.
