No. I think Young Piccolo was made out to seem superior in every way, even initially.

I think that Toriyama is trying to imply that even initially, Young Daimao is on a different level.

Initial Young Piccolo should be treated as FP Piccolo and then bam, he has way more power. That's how DB works.

Well yeah that's another good point at that point in the series no-one knew Piccolo was supressed, until Goku pointed it out. So from a reader's perspective it's already Inital Young Piccolo > Old Piccolo

Even with his initial power, Daimao was ecstatic at how his body was surging with power. That alone seals the deal on Initial Young Daimao > FP Old Daimao being a fact.

Young King Piccolo ( Initial ) >> Old King Piccolo ( FP )

Should be the case either way. Should be completely different levels of power.

As for the topic, yes, Piccolo Daimao young ( initial ) should be stronger than Piccolo Daimao old ( FP ) for the reasons already mentioned above.
