Probably not since the guidebooks state he used to be Mihawk's rival before losing his arm. But we've never really seen a solid fight from him. As he stands though he's probably a good amount weaker than Whitebeard and the admirals.

Shanks is above admiral level, imo. Or at least in the top tier of it. Akainu didn't attack him when he came to Marineford despite being a jackass.

I don't think Shanks is weaker than the admirals... it doesn't make sense to me.

Shanks IS stated to be Mihawk's rival. I just presume his top crew members are powerful enough to not be that far behind him, making them a great threat.

Being EoS Zoro's fight and being the WSS puts Mihawk super high. Before anyone says anything about the air slash vs Jozu, air slashes are weak as shown when Daz Bones tanks his air slash then Mihawk goes over there and one slashes him
