Taking her feats in Dr. Slump into account, there's no way she'd lose to the Artificial Humans at full strength. If trying to make sense of the situation rather than just labelling her appearance as purely a crossover, the two likeliest options are that the apocalypse caused Senbei to run out of fuel for her, or that Penguin Village had little knowledge of events in the outside world.
