Are Namekians higher than Saiyans?

I think they're comparable in power (at least with low class Saiyans). Raditz was exceptionally weak compared to Nappa and Vegeta so Raditz might lose to a Namekian of average strength. We see 3 Warrior Namekian's fight Frieza's forces with powers of 3,000 each. I believe they were a bit stronger than the average Namekian, but still.
If Nappa is a super Elite and 2nd to nothing but Royalty, with an estimated PL of 7,500 (or 4,000 if you go by other sources), then the average Saiyan I can see being around the average Namekian, which I'd estimate would be 1,500 to 2,000.

Raditz isn't exactly a normal Saiyan is he? I thought he was considered trash. We know that the only warrior-type Namekian is Nail, who has a PL of 42,000. So those Namekans with 3,000 are "normal Namekians", and they'd be able to beat Raditz. I guess the non-warrior Namekians are split between farmers and fighters.

I think Namekains are more in tune with magic and or mystical elements, while Saiyans have zenkais to get stronger. Seems like they both are skilled in certain areas. That, and Namekains have regen.

I think Saiyans definitely have the edge at getting stronger faster, while Namekian's have the magical edge, you're right. But I think the average Saiyan and average Namekian were very similar in power.

I think the ancient Namekians that were wiped out by the cataclysm were still a strong race, but notably inferior to the Saiyans. But since SuperKamiGuru was resilient/powerful enough to be the lone survivor and all the remaining Namekians are his children (minus Kami and Piccolo, who are halves of a prodigy anyway), the current Namekians are far stronger than the old ones were. This'd explain Nail >>>> Saiyan arc Vegeta and lower-class warriors in Namekian villages being multi-fold Raddy, I guess.

Saiyans are weak compared to many races in the universe, considering how they were treated in Freeza's
army and that the strongest of them (Vegeta) was dwarfed by many Freeza's soldiers. Also, don't forget Nail.
What makes Saiyans special is their transformations (Ape and Super Saiyan).

The 3,000 guys are warriors the way Moori is a warrior (he fights); they're just stronger because of their age.
