Assistant Black compared to the RRA Executives

So it’s pretty fair to say that Black is the strongest person in the RRA. He took a hard blow from a Goku who was said to be multiple times more powerful than before. How much stronger is Black compared to Blue or Metallic? He was in shock that Blue could be defeated so easily by Tao Pai Pai, so he is obviously far below initial Tao Pai Pai. However that doesn’t mesh well with how he was able to handle a hard attack from post-Karin Goku.

Considering Goku followed his attack up by advising Black surrender, I doubt he was using any more power than necessary to make a point. He was indeed shocked at Taopaipai's capabilities, though a lot of such skilled abilities such as killing someone with a tongue or breaking out a pillar with a finger are ones that most fighters would lack the skill in general to accomplish.

Black did have confidence in being able to beat Goku at first, though to make sense of this when Black certainly isn't on Taopaipai's level, it can be easily assumed he believed Taopaipai's death must've been some lucky fluke and/or Goku had worn himself out through rushing through a whole lot of RRA troops. Still, he ought to be at least above Blue to have such confidence, all things considered, though I wouldn't say by a whole lot.

Do you think he would beat Bora? I can't see him pulling off the same bullet tanking feat

Probably not. Flinging Yajirobe and Goku far further into the sky than someone like Namu can leap was a damn impressive strength feat, especially doing so with one hand. Add in the fact that weapons are consistently treat as a force multiplier in DB and Bora would definitely beat Black when armed with his spear.

The scaling at that point in the series is insanely tight. Maybe it’s just the way I’ve formatted my list, but there are so many characters within striking distance of 21st/Muscle Tower Goku. It’s crazy.

Imagine a Budokai between 21st Goku, Jackie, Namu, Assistant Black, General Blue, Metallic, Bora and Wild West Giran.
