Raditz sees Piccolo, and reads his power-level, but still says that Goku could have finished his mission. :et :et :et

I don't think he ever expected Goku as a baby to destroy the Earth. He was most likely talking about when he grew up or was in his adolescent years.

Vegeta and Nappa come to Earth fight Z fighters and they never say anything like ''wow, Kakarrot wouldn't
have been able to finish his mission''. Also, it was never stated they expected him to become Oozaru to kill
humans. And, if they expected him to do it in his adolescence, they would've sent him when he was an
adolescent, no need to send him as a baby. Therefore...

Raditz did imply that he'd need Oozaru to do it, and I think it was implied that they could see what Raditz could see, so I think they knew how high they were before the training.

Its possible after reading Goku he had a good idea of how powerful Goku would have become "himself" in a few years which is maybe stronger than piccolo (in Oozaru ofc), little did he know he was trained by the strongest martial arts master in the world, the strongest martial art's master in the worlds master and God himself that helped him get there not his hypothetical "alone self" which should be much less than what Raditz. Thinks.
Other than that its not really specified how many years Raditz meant by a few
When put in front of his current age which is like 24 it could even mean up to 10.

Perhaps, theres the fact that he knew he was low class and sent to a planet as weak as that.
He did know how strong he was at that time so he could've guessed then how strong he'd be throughout the years

Oh yeah, he also said babies were sent to weak planets like the earth, and I think Raditz knew how high Goku was when he went to earth.

Whilst Goku is still weak for Saiyan-standards at this point, I think Raditz was more talking about when Goku was sent to earth, then trying to work-out how high Goku might have been, working back-wards from his current level.

They didn't say it because there was no need to say it. Why would they come out of the blue and say something like that? Further more, seeing as Nappa was surprised to see power levels over 1,000 on it I doubt he expected Goku to succeed.

I believe it was already established that Saiyans are sent to other planets to conquer at birth or at least at a very young age, even if they was expecting for Goku to destroy at that exact moment I doubt they expected humans with power levels in the hundreds.

True. We don't know exactly what age he expected Goku to do this at so we can't properly say when.
