I'd say Broly oneshots. I don't see a real reason for Broly's SSJ multiplier to be any different from the standard or Goku's being any different from it at this point. As long as his power isn't being restricted by the crown, I'd say M8 Base Broly would be at least on #17's level via-scaling.

Broly wins easily since his base and SSjin forms are CG tiers at best.

I can't recall if Broly ever actually did anything in base during Movie 8. But at the very least I guess it'd be fine to put him above Base Cool Outfit Goku.

Base Broly (M8) is super strong. This isn't really a fair battle. Broly is about half as strong as a Mastered Super Saiyan.
