But this is FnF Goku though who is weaker than his U7 counterpart.

If you're referring to his movie continuity self, if anything, he's stronger. He was capable of absorbing most of his SSG power into his SSG form, unlike his DBS manga self and moreso than his anime self, so it'd make sense for his Base form to be far superior to his DBS self as well.
