Depends how far through the Evil Dragons Arc he is.
At the start, he should be the same as in the Super #17 Arc, so he gets up to SSJ Vegetto and likely stops there.
By the time he fights Wu Xing Long, he'd likely became far stronger. He seemed to rely purely on SS4 for even the more minute power boosts, meaning he'd likely discarded SSJ. I'd say he'd be at least equal to his Super 17 Arc SSJ self here, so he likely defeats SS2 Vegetto.
By the time of his fight with Si Xing Long, he was strong enough to hold his own against a Dragon far above the previous ones. He still loses to SS3 Vegetto imo.
