Do you take base Gotenks' implied placement seriously, or generally discard it due to most of the implications being surrounded by gag moments?

Even if you want to disregard him surviving a fight that killed SSJ2 vegeta as a gag, the mere fact that his SSJ form is in the realm of SSJ3 should put his base form in the realm of SSJ2.

The thing about gotenks that everyone forgets is that while his actions and characterization may be seen as a "gag", that doesn't mean his power level isn't. I think that because he is so young and inexperienced, it is to the detriment of his power. So while he may be strong enough to defeat buu even in base(or whatever piccolo stated), he is unable to fight like someone like goku would if he had the same power. He has the capabilities as stated but not the abilities.

Whilst I agree he's SS2 tier, I wouldn't say that's a foolproof argument, unless you consider a 50x gap between SS2 and SS3 to be a possibility.
