I don't agree with OP's chain at all. For one, Yugi (and by extension Kaiba) was always ahead of Joey, especially with an Egyptian God Card in his arsenal. Secondly, it was made clear that Yami Marik was toying with Joey the entire time and simply mistook Joey's dopiness for incompetence, hence why he didn't foresee Joey withstanding a hit from Ra and didn't have a plan if that failed; the guy was owning Yami Yugi with ease for 99% of their duel, after all. Thirdly, Odion was considered to be inferior to normal Marik, let alone Yami Marik, who changed his play style and most of the cards in his deck to make it much stronger. Fourthly, Kaiba should be almost exactly equal to Yami Yugi given his performance in their semi-finals duel; Yugi simply had to win because it was his destiny to stop Marik. Lastly, nobody could seriously contend with Yami Marik on their own. It took the combination of Kaiba's intelligence and Yugi's skill/plot armor to take down Ra. On their own, Kaiba and Yugi each admitted they couldn't do it (well, Kaiba's confidence is a bit inconsistent because he thinks he can win with just Obelisk but then also thinks he needs Slifer to stand a chance).
Yami Marik > Yugi >= Kaiba > Marik > Odion >~ Joey >~ Yami Bakura > Ishizu >/< Mai Valentine
That's what I'd put the chain as when considering all of the above reasoning. I put Ishizu that low because without her future-seeing necklace, she's not implied to be anything special.
