Using the 3M/150M for Goku in the Namek saga because it's easy to set things from there.
Multipliers
SSJ :
50x --> at its introduction
40x --> at the Cell Games and Boo saga, minus Gotenks
25x --> post 1st RoSaT for Vegeta and Trunks
7.5x --> Androids saga
2.5x --> for Gotenks and at the end of Z (as a way not to have Gotenks like hundreds of times above Goku and at the same time comform with the implications of base post > SSJ pre
SSJ2 : 2x for Gotenks and 3x SSJ for everyone else... considerably more for Gohan in the Cell Games since I am of the opinion he got a boost on top of it there.
SSJ3 : 4x SSJ2
SSJG2 : 1.5x SSJ
SSJG3 : 3.8x SSJ
Why am I using differing multipliers depending on the instance? Because I think Akira Toriyama has hardly worked up the implications with a set multiplier on mind. I don't think he is exactly thinking on numbers when making strength implications, he ought to be merely considering the SSJ as a boost as it's silly to think he works with a calculator at his side. Therefore, the SSJ would have its amplifications dicted by the implications of certains instances of the story.

*As for Imperfect Cell, we might figure he is at a higher level than the one who fought against Kamiccolo in Ginger Town, considering he displayed an aura when fighting Trunks, whereas that Cell didn't... but I'd still wager he is still not quite as strong as the one who devastated Kamiccolo and #17, since that Cell stated he aborbed "more people than needed"... and he had previously stated that absorbing Piccolo would almost get him to his 1st evolution FP level or something like this... so I'd figure that his "1st evolution level" is the level he had before reverting to an egg, and that he lost a lot of power when reverting to an egg, so he should absorb people to get him back to that level... but since he absorbed more people than needed in the main's timeline, he'd get stronger than that (1.1B vs 960M)... that's my take on that Cell's power.

* An interesting thing I noticed is that, at the beginning of the fight, Goku tanked Fat Boo's punch in a similar fashion Gohan tanked Perfect Cell's punch when this latter powered up to full power... maybe it was an even more impressive of a tank since Goku's face was still clean, whereas Gohan still bled a little. Which means Fat Boo was still not at full power at the beginning of the fight, considering in the next chapter Goku could no longer tank Fat Boo, being moved considerably by his punch and somewhat affected by it, which also fits the chapter's title, named "Majin Boo begins showing his true worth" or something like this. So, since I don't think Fat Boo would be using anything less than what he showed against Vegeta on his initial scuffle with Goku, we could conclude (as far as the tank implication goes) that Goku's gap over Fat Boo [huge explosion] is about the same gap as Gohan SSJ2 had over full power Perfect Cell.

*As for Mr.Boo, for some reason, I think he is right in the middle of Good Boo and Fat Boo. It might not make too much sense, but he doesn't seem as weak as Good Boo, who got destroyed considerably easier by a theoretically weaker opponent, but his performance against Kid Boo still doesn't seem as good as Fat Boo's performcance against SSJ3 Goku, who is equal in power to kid Boo. So, imo, for some unexplicable reason, I think Boo regained some of his powers when on Super Boo's stomatch, but still not all of it.
