Being sensed from the Kaioshin realm...

Why does it or why doesn't it matter?

Reasons why it doesn't matter:

• Old Kaioshin believed Vegeta to be more effective than Kibitoshin, yet Kibitoshin is sensible from that far away.
• Pure Boo clearly sensed something from that distance and the only high battle powers were Goku/Vegeta SSj2 and Kibitoshin.

Reasons why it matters:
• Super Saiyan 3 tier power is the first degree of power that was sensed from that distance.
• Super Boo is implied to be sensed from that distance after powering up.

There wasn't anybody around when Majin Vegeta and Goku SSj2 was scrapping one another. So the first point doesn't seem to suggest that ONLY that degree of power can be sensed that far away -rather, it was the only level of power that was worth mentioning at that time.

Goku's statement seems to imply that he sensed Boo all along, because he notices a change in his how Ki feels in comparison to before-hand.

I think there's a difference between searching for a ki, like Kid Boo was, or having the attention grabbed by said power, like the SSJ3 Goku's situation or Super Boo.

Goku's statement seems to imply that he sensed Boo all along, because he notices a change in his how Ki feels in comparison to before-hand.

Why? He sensed Fat Boo's ki when he was on Earth.

Oh and Akira Toriyama wrote all the dialogue for Battle of Gods. During the opening of Battle of Gods Goku was going to use Instant Transmission to teleport to the World of The Kais. The only strong person there was Kibitoshin.

So being sensed from the World of The Kais doesn't seem like it is very impressive at all...

It's only explicitly stated Boo followed their ki in the anime. Kid Boo doesn't seem to have retained any of Super Boo's memories and his fat form (which he took after absorbing people) couldn't sense ki, so it may be that he merely copied Kibitoshin's technique and destination at once.

Kid Boo is clearly looking into the cosmos before he smirks, implying he managed to successfully located the strongest current fighters in the Universe. This is further implied by the dialogue Akira Toriyama wrote for Battle of Gods, where Goku is going to use IT to travel to the World of The Kais, the only strong presence there is Kibitoshin. This is further implied in Dragonball Super where Goku says that he can't sense Kibitoshin anymore, because they defused back into Kibito and Kaioshin and are presumably too weak. Underlying all these strength related implications is the knowledge that Vegeta SSj2 was considered more effective against Pure Boo than Kibitoshin, so he is presumably much weaker as well.

Super Saiyan 2 tier power is all it takes for ones energy to stretch that far.

It's easy.

Kaioshin, Kibito and Gohan wasn't searching for Goku when he turned SSJ3. His power reached all the way to the other realm.

Whenever Goku tries to find someone he purposely search for someone's chi. He'd be able to find Kaioshin or Kibitoshin if he needed to.

He didn't find Kibitoshin in Super because Kaioshin and Kibito had asked Porunga to defuse them. That's confirmed at the beginning of the Champa Saga.

Pure was shown to sense something when he looked off into the cosmos.

Goku typically searches for Kibitoshins ki when he uses IT. This implies that it is powerful enough to locate from any part of the Universe.

Goku was unable to teleport to Namek because the Namekians are simply too weak. The Kaioshin World is much further away than that.

His IT technique requires him to sense the life force of another individual, and then he teleports to it. Therefore a certain threshold of battle power is required for one's energy to reach across the cosmos, Super Saiyan 2 is the implied degree of power.

How do you know?

Also, Pure Boo was using Kai Kai (Instantaneous Movement) which gives him the ability to teleport to wherever he wants without having to home in on anyone.

Goku's Shunkan Ido isn't that strong.

Good point Emmeth. Goku's SS3 power doesn't need to sense from Kaioshin realm and others can be sense if Goku needs too.

The shikan idou only works when you know a persons chi. Goku didn't know any of the namekians or even where in the galaxy they were. He basically tried looking for chi like piccolo's in the entire galaxy at once. Once he knew their general direction he was able to find them.

It would have been much easier for kid buu to find a much larger chi that he was already familiar with.

It was in Dragonball Super where Goku stated that he was unable to use Instant Transmission to journey to Namek because they were too weak. A certain level of battle power is definitely implied to be required for one to locate it. The implied consensus is Super Saiyan 2 level power.
