As long as the battle takes place far away from water, probably Bellamy when considering the speed and kinetic energy of his spring attacks. He also stomped some people who could at least clash with an unprepared Monster Trio rather than just getting wrecked outright, something I don't see Arlong as capable of doing whatsoever when given Luffy's feats in Alabasta (or even Drum Island, for that matter).

Considering Luffy's substantial growth from East Blue to Alabasta, there's no reason to believe Luffy couldn't destroy Arlong like he did Bellamy at that point. In addition, Bellamy is a Grand Line pirate of some renown, which leads me to believe he could at least beat Arlong who instead chose to lord his power over a weak sea like East Blue.

All good points. Gotta give it to Bellamy as well. I thought this could be a rough battle since Luffy destroyed Bellamy with a punch, but besides having grown way more powerful since then as noted by Diamond Ryan, he was ultra serious and pissed off when doing that. When Luffy got full-on pissed off he held Arlong's weapon in a way he couldn't even move it.
