Zamasu oneshots. Even with Ryu-ken, SS4 Goku's only going to end up on the low end of Multi-Galaxy level, whereas Present Zamasu and Goku's lower forms should be on the higher end of that vast tier via scaling from feats such as Base/SSJ Goku VS Initial Hit or Base Goku being able to excite Beerus in their post-U6 match. Doesn't help that Zamasu's far faster based on Initial Beerus' speed feat of traversing a few solar systems in seconds, though that's assuming he was suppressing his speed for it.
