I personally go with the Toei nerfing route for the Kids in M11, considering #18 took a sizeable amount of hits from Bio Broly as well without being KO'd iirc. That said, I'm not sure if Swamp Monster Broly can take #16.

Movie damage is inconsistent; Kuririn took a ki blast from LSSJ Broly in the previous movie without being killed and base Goku took several attacks from #13 as well. Bio Broly tears 16 to bits imo.
